摘　　要：目的:建立突发公共卫生事件应急评价指标体系。方法:综合运用文献研究、德尔菲专家咨询及专家定性访谈、专题小组讨论筛选和构建突发公共卫生事件应急能力评价指标体系。结果:经两轮专家咨询最终确定突发公共卫生事件应急评价指标体系,包含4个一级指标,20个二级指标和48个三级指标。结论:通过德尔菲法结合专家定性访谈、专题小组讨论所建立的突发公共卫生事件评价体系涵盖了突发事件应急能力的各个方面,具有较强的适用性。Objective： To construct evaluation index system for public health emergency response capacity. Methods： With the literature review, expert consulting and Delphi method, indicators were selected to set up indicator system. Results： After two rounds of Delphi expert consultation, it constructed the evaluation index system for emergency capacity ,which contained 4 first-tier indicators, 20 second-tier indicatnrs, and 48 third-tier indicators. Conclusion： With the Delphi method and Expert qualitative interviews, it construeted the evaluation index system for emergency capacity, which covered emergency response capacity of the main aspects, and has important practical value.
