雅安市结核病防治十年规划成本效益分析

摘　　要：目的分析雅安市结核病防治十年规划的成本效益,评价规划实施效果。方法依据《全国结核病防治规划(2001-2010)》终期评估实施方案,采用自评与抽评相结合,进行评估分析。结果 2001～2010年十年规划期间,全市发现诊断活动性肺结核8608例,治疗成功7579例,共减少约3564例新发病例,产生直接经济效益约242.8万元,间接社会效益约4亿元,投入的社会成本为1052.18万元,成本效益比为1:38.53。结论采用DOTS策略防治肺结核病,经济效益和社会效益显著,符合疾病控制中的成本-效益原则。OBJECTIVE To make a cost-benefit analysis on the 10-year plan of Ya＇an TB control and prevention, appraise the implementation effect. METHODS Pursuant to the final appraisal program of China TB Control and Prevention Plan （2001-2010）, combined self-appraisal and sample appraisal to analyze the effect. RESULTS During the 10-year plan peri- od from 2001 to 2010, there were 8 608 diagnosed active TB patients, 7 579 were successfully treated, and 3 564 new in- fections cases reduced, direct economic benefit amounted to 2.428 million RMB, indirect social benefit about 400 million RMB. Compared with the investment of 10.521 8 million RMB, the cost-benefit ratio was 1 ： 38.53. CONCLUSION The DOTS TB control and prevention policy has very high economic and social benefit, therefore, meets to the cost-benefit re- quirement in the disease control and prevention.
