摘　　要：电子文档交换审计系统是基于水利电子政务总体框架,依托水利政务内网和外网,充分利用现有环境,构建的统一、规范、安全的非涉密电子文档交换系统,面向水利部机关各级水利主管单位服务,实现系统之间、人与人之间、部门之间、上下级单位之间的非涉密电子文档交换,极大降低行政成本,确保数据安全。Electronic document interchange audit system is based on the general framework of water e-government. The system relies on the intranet and internet of water govemment administration, makes a full use of the existing environment, builds a unified, standardized, safe and non-secret involved electronic document exchange system for the authorities at all levels in the Ministry of Water Resources, achieves non-secret involved electronic document exchange between systems, people, departments, higher and lower organizations.
