摘 要:19世纪下半叶,清政府介入了朝、俄关于朝鲜人越境及遣返的交涉,两次派人赴俄同南乌苏里当局交涉,但不久后清政府退出了交涉。清政府介入遣返朝鲜人事务的原因,有维护边境安全的考虑,担心俄国借朝鲜人来蚕食中国领土,同时和朝贡制度的"惯性"也有一定关系。第二次鸦片战争后,清政府仍试图维持以它为中心的朝贡体系,这在作为"外藩之首"的朝鲜身上表现明显。清政府退出遣返朝鲜人交涉,反映了在条约体系的冲击下清政府正在逐渐适应西方国际交往原则和规范。In the later part of the 19th century, Qing government got involved into the Russia-Korea negotiations on the illegal migration Koreans. Qing government sent two delegations to Russia to negotiate with the South Ussuri authority, but no sooner later, Qing government quitted the negotiation. The reasons that Qing government got involved into the repatriation of Koreans were to maintain border security and to prevent Russia from nibbling Chinese territory. At the same time,it has close connection with the tributary system. After the second Opium War,the Qing government did not completely abandon the tributary principle,and still tried to maintain this tributary system, especially the relations with Korea. The Qing government's quitting negotiation reflected that under the impact of the treaty system, the Qing government gradually adapted to the international principles of the western world.
