摘　　要：目的:了解上海市流动人口孕产妇享受限价产前检查和住院分娩服务现状,完善流动人口分娩救助方式。方法:以调查表和问卷形式,调研上海市平产分娩点限价服务实施基本情况,包括准入条件、财政补贴和限价收费执行情况等。结果:①2010～2011年上海市有21家平产分娩点医院开展限价产前检查和住院分娩服务,2011年较2010年流动人口孕产妇比例略有上升(80.7%升至82.6%),而享受限价住院分娩的比例有所下降(73.9%降至72.0%)。②21家平产分娩点中,8家(38.1%)连续2年无财政补贴,每年享受限价分娩人数不足百人。③现行限价标准过低,服务对象拒付超出费用,2010～2011年欠费共50万元。结论:平产分娩点为流动人口孕产妇提供限价服务,在一定程度上减轻了生育负担,但准入条件、落实财政补贴、限价标准等重要环节有待调整与完善。Objective：To study the situation of fixed-price prenatal care and delivery service for the floating population in Shanghai,afford the feasible policy suggestions and improve the delivery subsides system.Methods：Descriptive analysis of the questionnaire and records of interviews was executed including the fixed-price service provided by the maternal hospitals,access conditions,financial subsidies and fixed-price charge.Results：①There were 21 maternal hospitals providing the fixed-price services.Compared to 2010,the ratio of maternal floating population had been a slight increase（80.7% to 82.6%）,but the ratio of enjoying the fixed-price services had been a slight decline（73.9% to 72.0%） in 2011.②Among these 21 maternal hospitals,8（38.1%） without financial subsidies for 2 consecutive years,the number of enjoying fixed-price deliveries was less than one hundred per year.③At present,the fixed-price standards were too low.If the actual cost was beyond the standards,the pregnancy women refused to pay so that the amount of owing was 500,000 yuan from 2010 to 2011.Conclusion：The maternal hospitals provide fixed-price service for pregnant women of floating population,reducing the burden of their pregnancies and deliveries to a certain extent.But the access conditions,implementation of financial subsidies,fixed-price standards,and other important aspects remain to be adjusted and perfect.
