摘　　要：良好的投资环境是推动洛阳市整体经济发展的重要保障,在"福民强市"整体目标下,洛阳市投资环境整体向好。但经济发展与环境容量、降低能耗的矛盾仍然突出,地方性法规、规章的制定速度与经济社会发展对法律的需求之间存在差距。从法治的视角,为经济发展过程中存在的问题寻求解决之道,需从社会治安、环境保护、鼓励投资、金融安全、司法公正、创建服务型政府等方面为经济发展提供良好的法治环境。An ideal investment environment is important Luoyang. But some problems exist, and one involves environmental capacity and energy consumption and the legislation of local regulations. From the perspective of the aspects such as social security, environmental protection, justice, and construction of service-oriented governments, to develop its economy. guarantee for promoting economic development in contradictions between economic development and other lies in the gap between legal demand and rule of law, it is necessary to seek solutions from the investment inspiration, financial security, judicial so that Luoyang can enjoy a good legal environment
