正确认识公益事业体制及公益事业单位改革

摘　　要：公益事业单位既是中国事业单位集群的主体,也是分类改革后能够继续保留在国家事业序列内的唯一类型。公益事业单位改革的最核心问题是对其职能范围与组织形态的合理准确界定。公益事业单位改革的中心任务,即要实现从"事业单位"到"公益事业单位"再到"现代公益事业组织"的转变。Public service institutions is both the main part of China＇ s ＂public institutions cluster and the only type can remain sta^ng of government affiliated institutions after the classification reform. The core of reform of public service institutions is to how define reasonably and precisely their functional areas and organizational forms. The central undertaking of reform of public service institutions is to realize the transformation from public institutions into public service institutions and into modern public service organizations.
