摘　　要：美欧日在制定新兴产业发展规划时非常注重战略性,选择发展重点时非常注重前瞻性,拟定财政支持时非常注重实效性。美欧日的发展实践给我国带来了许多有益的启示:我国在战略性新兴产业发展中,应充分发挥政府的作用;政府对战略性新兴产业的支持应注重战略性、前瞻性、实效性。It is shown that the United States, Europe and Japan pay special attention to the strategy at the formulation of their new industry development programs, the perspective at the choice of their key issues of development, and the effec-tiveness at the working out the financial support. Thus their practice in the development brings about much useful revelation that China is supposed to develop efficiently governmental function in the development of strategic new industries and the government to pay more attention to the strategy, perspective and effectiveness at the support to the strategic new indus-tries.
