摘 要:我国官僚制度源远流长,追溯其历史发展的源头及过程,可见其类型的发展演变,并其双重性的特点,亦即制度的理性框架与制度的德性内容之双重性,而在实践中,又表现为抑制皇权服务民众与追逐官僚利益的双重性,这与儒家德政思想及其在实践中的双重性相互呼应。这一双重性,在很大程度上解释了我国历史以来官僚制中潜规则存在的必然性,并预示着我国官僚制度发展的前景。Bureaucracy in China has a long history. Tracing back to the origin and the process of its development, we can identify its different types and its duality, the latter of which means the co-existence of its rational framework and ethical connotations. In reality, the duality had been displayed in restricting the imperial power and serving people on the one hand, and pursuing the bureaucratic interest on the other. And this duality echoes that of the Confucian political thoughts of virtue and its practical manifestation. It also explains, to a large extent, the inevitability of hidden rules in Chinese bureaucracy and predicts the future of its development.
