制约山东省农村社区体育文化公共服务体系构建的因素及策略研究

摘　　要：通过文献资料、访谈、实地调查以及逻辑分析等研究方法,对制约山东省农村社区体育文化公共服务体系构建的因素及策略进行了研究。研究认为,农村经济落后于城市经济的发展;"80后"青壮年流动频繁,无形中主体力量削弱;体育职能部门力量削弱,农村社会文化体育指导匮乏,政府对新农村社区体育文化公共服务体系的认识不足等是制约农村社区体育文化公共文化服务体系构建的主要因素。提出:加快农村社区体育文化公共服务体系构建的政策与法规建设;建立健全新型农村社区体育文化公共服务组织管理体系;构建新农村社区体育文化内容体系;构建以乡镇社区体育文化工作站为重点的新型农村社区体育文化公共服务体系。This paper conducted a deep research on the factors and strategies which limited the courstrcting of public service system of sports culture in rural area Shandong,based on literature re- view, interview, on - site visits, and logical analysis. The research suggested that, compared with ur- ban economy the rural economy is laggard, people born after the eighties have a relatively strong liq- uidity which attenuating the main group who would like to participate sport activaties, the executive power of sports department diminishing, the lack of rural community sports culture guidance, and the local government＇ s deficient understanding of sports culture public service system in the new rural construction. Therefore, the regulations or policies of the rural community sports culture should be bullied accelerative. Furthermore, the sports culture public service organization should established and improved the management system. Besides that, the community sport culture content system should be constructed. Finally, township sports work stations could act as the focal point in building new rural communitv sports culture public services system.
