摘 要:矿区土地复垦规划不仅是矿山复垦的技术依据,同时也是一种制度安排,涉及到矿区不同群体的切身利益。从采矿对矿区不同群体的影响,以及不同群体对复垦规划的认识、内容确定、权益诉求调查入手,应用参与式农户评估(PRA)与传统问卷调查相结合的方法,对山西省某煤矿土地复垦规划中的利益主体进行了研究,结果表明:地方政府、矿山企业与当地农民是矿区土地复垦规划的利益主体,在现有政策条件下,三方行为选择互相牵制,各方的行为倾向集合依据自身收益情况而定,矿山企业可能选择复垦达标或不达标,农民对矿山企业的行为采取告发或默许,地方政府部门对企业的行为选择监管或放纵,对农民的行为选择积极执法与消极等待。Mine land reclamation plan is not only the technical basis for mine reclamation, but also is a system arrangement. It involves the vital interests of different groups in the mining area. Starting from the effects of mining on different groups in mining area, and the investigations of the awareness of the different groups on the reclamation planning, content and interest demands, etc. ,the interest subjects in the land reclamation plan of some coal mine in Shanxi province were studied by the combined method of Participatory Rural-Appraisal(PRA) survey with traditional questionnaire survey. The results indicated that the local government,mining companies and local tTarmers are the interest subjects of mine land reclamation plan. In current policies the behavior choices o{ the three parties are restricted by each other. Their behavior choice sets are decided by interests. According to their own interests, mining companies possibly choose to reach or not reach the reclamation standards local farmers will report or be acquiescence in the behaviors of mining companies ; local government will supervise or be indulgent of the behaviors of mining companies, and take active enforcement or passively wait for the behaviors of local farmers.
