数字时代地方政府档案集中管理内容和方式的探索——我国电子文件中心问题的实质

摘　　要：电子文件中心是一个中国档案界理论研究和实践高度互动、平行发展的领域,诸多同行就电子中心是什么、该是什么的功能定位问题展开讨论,这种讨论以现行电子文件的统一利用为起点,以电子文件集中式长期保存为核心,以电子文件管理系统统一建设为新的发展点。本文通过对电子文件中心发展阶段、发展动力、研究过程的回溯,发现我国电子文件中心问题的实质,是数字时代地方政府对档案集中管理内容和方式的积极的、务实的探索,随着实践的多元化,应对类似机构或项目的名称予以区别化。Electronic records center is a characteristic field in Chinese interaction between theory and practice. Many colleagues argued on what is archives profession with high and what should be an elec- tronic center, which started from the openness portal of government current records, focused on centralized long-term preservation of electronic records, and stretched to the utilized construction of electronic records management system. By looking back on the motivation, development and research process of electronic records center problem, this paper discovered that the essence of the electronic records center problem in our country is the active and practical exploration of local governments with respect to centralized records management including preservation in digital age. With the diverse development of practice, agencies or project dealing with centralized digital records management or preservation should be entitled with different names.
