新型农村社区建设资金平衡的实证研究——以重庆市忠县天子村为例

摘　　要：通过文献检索与具体项目实地调研相结合的方法,对新型农村社区建设资金需求和供给的特点、规模及其平衡情况进行了总结.研究结果表明,建设资金需求主要包括房屋建设和基础设施建设两方面;政府财政投入是资金供给的主体;运用地票收益支持新型农村社区建设是可行的.研究结论提出,必须从规范财政资金投入、加大财政支持力度和改革农村土地管理制度等方面来保障新型农村社区建设的资金来源.The purpose of this paper is to analyze the demands for construction funds and supply＇s scale characteristics and their balanced situation in new-type rural communities by means of documentary analysis and case study. The results show that the demands for construction funds mainly inelude housing and infrastructure construction with the mainly supply coming from fiscal expenditure, and with the effect of financial institutions to support the new-type rural communities being not well. Therefore, the land tickets＇ can be used to support new-type rural communities. It is concluded that constructing new-type ru- ral community in the nationwide is necessary and government can ensure construction fund souree of newtype rural community through reforming financial and rural land system.
