日本环境保全型农业对我国农业可持续发展的启示

摘　　要：日本政府于1992年首次提出了"环境保全型农业"新目标:灵活运用农业所具有的物质循环机能,发展环境负荷量小的可持续型农业。在日本政府的宏观调控下,制定并实施了有关农业环境保护的法律法规和基本措施;在技术方面大力推进了土壤改良技术和化肥、化学农药减量技术的发展以及微生物、诱虫灯等物理技术的研发,有效地推进了日本环境保全型农业的发展。日本环境保全型农业发展的成功经验,对促进我国农业的可持续发展具有重要的启示作用。通过政府制定相关政策,改变农业生产模式,减少化肥、农药等农用化学品的投入,发展环境友好型农业,扭转我国目前农业生态环境恶化的趋势,实现我国农业长期、稳定的可持续发展。The Japanese Government put forward the new objective of ＂environmental safety agriculture＂ for the first time in 1992.With flexible utilization of material circulation function of agriculture and synchronization with productivity, to develop sustainable agriculture with low environmental load. Laws and regulations on protec- tion of agricultural environment were drawn up and basic measures implemented under the macroscopic readjust- ment and control of the Japanese government. Great impetus was given to soil improvement technology and chemi- cal fertilizer and pesticide reduction, and research and development of physical techniques were promoted such as microorganism and trap lamp, so as to effectively promote the development of environmental safety agriculture. The experience of environmental safety agriculture in Japan would shed new lights on achieving sustainable agricultural development in China. By means of enacting relevant policies by the government, production mode of agriculture should be changed, such as reducing the use of chemicals like fertilizers and pesticides in agriculture, developing en- vironment-friendly agriculture and reversing the present trend of agroecological environment deterioration, thus to achieve long-term and stable sustainable development of agriculture in our country.
