摘　　要：廉政风险防控管理吸收了风险管理理论,借鉴了现代质量管理方法,融合了防止利益冲突理念,旨在通过对权力运行全过程的监督和制约,化解和降低腐败发生的潜在风险。廓清廉政风险和利益冲突的内涵,厘清二者的区别与联系,有效整合这两项在实践中并行且目标和路径指向同一的反腐倡廉制度创新,是不断提高反腐倡廉建设科学化水平的必然要求。Management of corruption risk control learned from the theory of modern risk management, modern quality management and the idea of preventing the conflicts of interests,is aimed at reducing the potential corrup- tion risk through supervising and restricting the whole process of power operation. Comparing the meaning of cor- ruption risk control and conflicts of interests and analyzing their difference and connection and integrating these two systems which have the same objective and path are inevitable requirements to make the anti-corruption construc- tion more scientific.
