摘  要:在两岸文化教育互动日趋热络的全新阶段,社会各界对于签署"两岸文化教育交流合作协议"的呼声愈来愈高,但两岸当局对此态度却存在较大差异。在当前形势下,两岸间有必要"由点到面"、"从局部到整体"循序渐进地推进该协议的签署。两岸可先行签署《两岸高等教育交流合作协议》,随后再逐步扩大到文化创意、学术交流、新闻出版、文学艺术等领域的协商谈判,在此基础上推动《两岸文化教育交流合作协议》整体框架的形成。At the new stage of the heating-up cuhural and educational interaction between the two sides, people from all walks of life have made an increasing call for signing "the Agreement of Cross-Strait Cultural and Educational Exchanges and Cooperation". However, the governments on both sides have held quite different attitudes towards it. In this current situation, it is necessary that both sides do everything possible and strive step by step for the early signing of the agreement by using the ap- proach of "surfacing land by the dot rise" or "from the part to the whole". In fact,the two sides can first of all sign of "the A- greement of Higher Education Exchanges and Cooperation" before entering gradually into the negotiations in the fields of cultur- al creativity, academic exchanges ,journalism, literature and art and others, which, the writer believes, would prove to be instru- mental in helping the formation of the overall framework of "the Agreement of Cross-Strait Cultural and Educational Exchanges and Cooperation".
