摘　　要：一般认为,经济实力是国际金融中心建设最重要的条件。但从历史的变迁看,经济实力也许仅仅是基础而已,并非是最重要的条件。而金融政策即金融管制放松及金融开放的程度将最终决定国际资本流动规模,从而决定国际金融中心建设的进展。It is commonly believed that a strong economy plays a leading role in building the international financial center.However from a historical perspective,a strong economy is not that important but works as the very foundation for the international financial center.Financial policies in terms of deregulation and openness decide the scale of international capital flows and furthermore the progress of international financial center construction.
