摘　　要：西方政府预算制度是伴随着新兴资产阶级与封建统治阶级的斗争而产生的,而后又伴随着对政府与市场关系的不同认识而不断发展和改革。而新中国建立后构建的预算制度框架主要是服务于政府管理部门的需要。中国要在进一步加强预算控制、确保预算合规性、增强预算透明度的基础上,逐步引入西方国家预算管理模式,构建预算支出绩效评价体系,提高预算资金的使用效益。The western government budget system generates accompaning with the struggle between the emerging bourgeoisie and the feudal ruling class, and then develop and reform with the different understanding on the relationship between government and the market. And after the founding of new China, the budget system of framework is mainly to serve the government management department needs. So we should introduce western budget management model on the basis of further strengthening the budget control, ensuring the budget compliance, and strengthening the budget transparency, build a budget expenditure performance evaluation system, and improve the use efficiency of budget funds.
