摘　　要：中国低碳经济的顺利发展决定于区域之间合作行为,然而立足于区域经济资源禀赋、产业结构、经济发展水平的差异性和区域之间竞争存在的客观现实,中国低碳经济发展战略目标的实现面临着异质性主体及其一致性行为生成的挑战。如果将低碳经济发展过程中的转换成本与收益在异质性行为主体之间的非对称性分布纳入到国家层面的低碳经济发展模式中去思考,跨区域的异质性主体的合作行为博弈就构成了中国低碳经济的一个本质性特征,其协调发展是以一定的制度安排为基础条件的。China＇s development of low-carbon economy depends on the area cooperative behavior, however, based on the objective reality of the differences of resources endowment of regional economy, industrial structure, economic development level and the competition among the regions, to achieve the goal of low carbon economy development strategy of China, we are faced with the challenges of heterogeneity of the main body and its consistency behavior. If putting the asymmetry distribution of switching costs and benefits among the heterogeneity behavior main bodies in the development of low-carbon economy de- velopment into the low carbon economy development mode of national level, the cooperative behavior game of cross-regional heterogeneity main body will make up an essential feature of China＇s low-carbon economy, the coordinated development is based on certain system arrangement.
