关于对有中国特色社会主义商品流通体系进行顶层设计问题的思考

摘　　要：目前,流通产业在很多方面只是具备了基础性和先导性的基本条件,并没有真正发挥出基础性和先导性作用。按照有中国特色社会主义理论,对商品流通体系进行顶层设计,要处理好流通产业提高效率与安排就业的关系,充分考虑我国流通业自身基础和城乡之间的差距,要有利于国有资本对流通产业的影响力以及有助于进入国际市场。流通体系的设计要体现促进生产、增加就业、拉动消费、保障民生、利于"放进来"与"走出去"、利于建立全国统一的流通信息平台等理念。重点内容包括促进新型商业发展、建设社区商业、促进消费升级、建设好农产品产地批发市场、积极推进内外贸一体化、强化流通产业基础性地位等。The circulation industry in China now only has fundamental and pilot conditions, but does not play an essential and guiding role. According to the socialist theory with Chinese charactefistcs, when designing a commodity circulation system at the top level, the re- lationship between promoting efficiency and increasing jobs in the circulation industry should be handled well, the foundation and ur- ban-rural gap of the circulation industry should be fully concerned, it must be conducive to the state-owned capital to exert influence in the industry and to the domestic enterprises to enter the international market. The design must reflect some ideas in terms of facilitating production, increasing jobs, boosting consumption, ensuring people＇s livelihood, being beneficial to the opening-up and going-out, and being good for the construction of an integrated national circulation information platform. The key content of the design includes promoting new-type commercial development, building community businesses, accelerating the upgrade of consumption, establishing agricultural product wholesale markets in the producing areas, advancing the integration of domestic and foreign trade, and strengthen the fundamental status of the circulation industry.
