摘 要:提高选人用人公信度,是在新的历史条件下对地方各级党委选拔任用干部工作提出的新要求。虽然近年来干部选任工作的科学化、民主化、制度化水平明显提高,但与科学发展观的要求相比,与建设高素质干部队伍的现实需要相比,还存在一些亟待解决的问题。要真正建立健全适应发展的干部管理创新机制,就必须用法律保障程序合法和落实到位。通过法制化途径选好人用好人,必须正确处理依法办事与群众公认、依法办事与党管干部、法制创新与继承传统、重点突破法制难点与整体推进法制体系建设的关系。It is a new requirement that the local party committees at all levels should improve the public trust in selecting and appointing cadres in new historical conditions. Although the level of scientification, democratization and institutionalization of personnel work of cadres has been markedly enhanced in recent years, there are still some incompatible problems compared with the requirements of the scientific outlook on development and the needs of organizing a contingent of high-caliber cadres. If we want to cadre management to adapt to development, we must use the establish and perfect the innovation mechanism of legal approaches to guarantee that the procedure is legal and the measures are put into practice. In order to select and appoint qualified cadres through legal approaches, it is necessary to handle the relationships between acting by law and the masses accepting, between acting by law and Party managing cadres, between the innovation of legislation and honoring tradition, between focusing on breaking through the difficulty of legislation and promoting the construction of legal system as a whole.
