重庆市主城区独立建设用地规划探讨——基于城乡统筹视角

摘　　要：按照国家批准重庆设立统筹城乡综合配套改革试验区的基本要求和国务院对重庆城乡总体规划的要求,以新国标《城市用地分类与规划建设用地标准》(GB50137-2011)单独设立"其他建设用地(H9)"用地类别为契机,针对重庆市主城区具有在非城镇建设的广大乡村地区开展必要的特定重要建设活动的现实需求,结合主城区山地多的特殊情况,权衡城市发展需求及生态环境保护需要等实际,提出在其他建设用地中类下设立"独立建设用地"小类的设想,并对独立建设用地的内涵、特征、规划控制方法、规划管理对策等方面进行了思考与探索,以期为下阶段主城区独立建设用地专项规划编制及其实施管理提供参考。According to the requests of establishing Comprehensive Urban-Rural Reform Pilot Area in Chongqing and the Urban-Rural Master Plan of Chongqing, based on the item of independently establishing ＂other construction land （H9）＂ stipulated in the Urban Land Use Classification and Standards of Planning and Construction Land （GB50137-2011）, aiming at the practical need of the main urban area of Chongqing to conduct necessary specific construction activities on the non-construction land in the vast countryside, in line with the special situation of mountainous topography in the main urban area, and considering the needs of urban development and ecological environment protection, this paper proposes the conception of establishing a subtype of ＂special construction land＂ within the type of ＂other construction land＂ and explores the connotation, characteristics, planning method, and supervision mode of the ＂special construction land,＂ so as toprovide reference for the planning compilation and implementation supervision of the special construction land in the main urban area in the next phase.
