摘 要:以可持续发展理论、循环经济理论、清洁生产理论、生态工业理论、矿业经济学理论、现代企业管理理论为指导,深入研究了国内外循环经济的理论、原则及实现方式;广泛调查章村矿煤炭资源开发现状,重点研究章村矿煤炭开采过程中,废弃物的综合利用现状、再生利用水平,以及对环境影响程度;确立了章村矿建设生态工业园的战略思路和产业链。在此基础上,建立了4级递阶结构的生态工业园评价指标体系、37项指标,采用模糊-层次综合评价法对章村矿2007年生态工业园建设水平进行了综合评价,与2000年相比,已达到了初级可持续发展水平,具备了建设生态工业园的能力,评价结果与矿区循环经济建设实际情况相符。Instructed by theories of sustainable development, loop economy, clean production, eco-industry, mining economy and modern enterprise management, this paper deeply researched theory, principle and realization manner of domestic and aboard loop e- conomy. By widely surveying current coal resource mining status in Zhangcun Colliery, it researched current status of waste comprehen- sive utilization, recycling and the influence on environment in mining procedure and set up strategy thinking and industry chain of con- structing eco-industry park in Zhangcun Colliery. Based on this, evaluation index system for eco^industry park with 4-class hierarchical structure was built and 37 indices was applied to evaluating constructing level of eco-industry park in 2007 with fuzzy-AHP. Compared with that in 2000, it had reached initial sustainable development level and had ability of constructing eco-industry park. Evaluation re- sult was accordance with actual situation of loop economy construction in mining area.
