摘　　要：从专利数量、专利质量和专利价值三个角度研究江苏高校的专利申请和技术转移情况,选取适合江苏高校的专利评价指标,包括专利申请数量、专利授权数量、有效专利数量、专利法律状态、专利许可数量、专利获奖等,并制作专利地图,构建专利技术服务流程图,指出江苏高校的大学技术转移中心和江苏技术转移协会是江苏高校专利技术转移活动的重要组织保障,应成立技术转移办公室,同时做好专利价值评估和专利服务平台优化工作。The details of patent application and patent technology transfer in Jiangsu are stud- ied in terms of patent numbers, patent quality and patent value. A patent technology service flow chart is made b~ selecting the patent evaluation index fit for universities and colleges in Jiangsu including the numbers of patent applications, patents issued, patent portfolios, and pa- tent license agreements as well as the legal status of patents and patent awards to draw some pa- tent maps. It is also pointed that Jiangsu~ centers for university technology transfer and univer- sity technology transfer association are the important organizational guarantee of university pa- tent technology transfer activities, technology transfer offices should be set up, patent value should be evaluated, and that the patent service platform should be optimized.
