河北省低碳经济评价指标体系的构建及实证研究

摘　　要：本文基于河北省的现实状况,分析了低碳经济指标体系的权变因素,构建了三级评价指标体系,结合2005年—2010年的统计数据和问卷调查结果,对河北省六年来的低碳经济发展水平进行实证研究,结果表明,河北省低碳经济发展水平已有显著提高,但是,若要实现进一步的发展,仍需全面提高经济发展水平,加大第三产业的发展力度,不断提高低碳技术以减少碳排放总量并加强碳汇建设。Based on the current situation of Hebei Province, first of all, the paper analyzes the contingency factors of the evaluation index system and establishes a three-level evaluation index system. Then, on the basis of the statistical data from 2005 to 2010 and the results of survey, the paper presents an empirical study on the level of low-carbon economy development in Hebei Province for six years. The results of empirical study indicate the level of low-carbon economy development in Hebei Province has been improved significantly. However, in order to achieve further development, it is also necessary to improve the level of economic development greatly, develop the tertiary industry rapidly, continuously improve the low-carbon technologies to reduce carbon emissions and strengthen the construction of carbon sink.
