邯郸市基层党和政府绩效评估体系的探索

摘　　要：邯郸市政府绩效评估体系从1987年的鱼水工程的雏形历经了16年的发展与完善,最终以绩效评估为主要手段建立了邯郸市政府绩效评估体系。用定性评估与定量评估相结合,日常监控与定期评估相结合的评估方法。积极探索邯郸市开展政府绩效管理的工作思路、体制机制、指标体系、方式方法,提高了邯郸市行政管理水平,为实现"十二五"规划、落实省第八次党代会提出的任务和要求、保障全省经济社会又好又快发展,做出了积极的贡献。The development and improvement of the performance evaluation system of Handan government starts from the model of water engineering in 1987. The performance evaluation is the main means of Handan City government performance evaluation system. This paper combines the qualitative assessment and quantitative evaluation method, and daily monitoring and periodic evaluation. Study on the government performance management thought, system and mechanism, and index system improves the administrative management level in Handan City, makes great contribution to the realization of the ＂Twelfth Five-Year Plan＂, the implementation of the tasks and requirements of the eighth provincial Party Congress, and guarantees the rapid and healthy development of economy and society.
