摘　　要：机关效能建设是管理科学的重要组成部分,是通过科学的方法来加强机关能力的建设,不断提高机关办事效率、服务质量、工作水平和行政效率。树立质量意识,引进标准化管理是提高机关工作效能,深化行政管理体制改革的重要途径。The authority efficiency construction is an important part of the management science; it strengthens the construction of the ability of authority by the scientific method, and constantly improves the efficiency of handling affairs, service quality, work level and the administrative efficiency. Setitng up the quality consciousness and introducing standardization management are important ways to improve the efficiency of work and deepen the reform of the administrative system.
