摘 要:政府绩效管理是西方"新公共管理"运动将绩效管理与评估引入公共管理领域的产物,西方发达国家政府绩效管理起步早,实践主要是英国与美国,其他国家是这两种模式的某种延伸与模仿。我国政府绩效管理发端于对行政效率的关注,随着我国经济体制改革的不断深入,传统的低效、粗放式的行政管理模式受到严峻挑战,建立新的以绩效为导向的公共管理体系势在必行。在这样的背景下,气象部门对绩效管理也进行了积极的探索,参与财政部绩效预算评价试点,改进完善目标管理,形成综合考评机制,并进一步深化对绩效管理的研究,逐步应用到气象部门综合考评工作中。Government performance management is the product of New Public Management,which introduce the performance management and evaluation for public administration.In the Western developed countries,government performance management started early,practice mainly in Britain and the United States.there are some kinds of extension and imitation of the two models in other countries.Government performance management originated in the concern of administrative efficiency.Along with the deepening of China’s economic reform,the traditional inefficient,extensive mode of administration was severely challenged so that it is potential in the pipeline to create a new performance-oriented public management.In this context,Chinese meteorological department actively explored and participated in the pilot program of the Ministry of Finance,to improve and perfect management by objectives,form a comprehensive evaluation mechanism,and further deepen the study on performance management,and gradually applied into the meteorological department comprehensive evaluation.
