摘　　要：道德在本质上不仅是自律性的,更是他律性的,而道德他律性是通过社会制度安排和规范约束来实现的。他律性也是作为公共道德一种重要形式的公民道德的基本属性之一,公民道德建设不仅仅靠道德教育就能实现,它有赖于他律性的社会制度和规范的合理安排与供给。制度安排为社会制度体系的建构提供必要的基本价值理念、道德价值论证和社会道德资源支撑。社会制度构成了社会道德秩序的建构基础和新视域,社会他律性的外在制度约束和规范,是维持社会正义和社会道德秩序建构的基础;社会制度为社会道德秩序的建构提供了有力的支撑性资源,也是个体追求道德自由的秩序保证。Ethics in essence is not only self-discipline,but also heteronomy,which is achieved through the arrangement of social system and normative constraints.Heteronomy is a basic attribute of civil morality,which is an important form of public morality.Civil morality can not be achieved only by moral education,as it also depends on the heteronomy of social system and rational arrangement and supply of norms.Institutional arrangement provides the necessary basic idea of value,moral value verification and social moral resources support.Social system is the basis for constructing social moral order and a new viewpoint,and the external institutional constraints and norms of society＇s heteronomy is the foundation of maintaining social justice and social moral order;the social system provides strong supportive resources for the construction of social moral order,which is also the guarantee of individual pursuit of moral freedom.
