高等院校科研经费惩防体系框架建设研究

摘　　要：党中央对于建立健全惩治和预防腐败体系的目标非常明确,本文构建的高等院校科研经费惩防体系框架在高等院校惩防体系整体框架建设中具有十分重要的意义。建立该框架,要把握正确的指导思想,构建科学完善的制度体系,确立合理的体系目标,采取切实有效的工作措施,进而结合高校自身实际情况,设计出惩治有力、预防有效的教育、制度、监督并重的科研经费惩防体系框架。The central committee set up a sound system for punishing and preventing corruption and its goal was very clear. The system framework constructed to prevent and punish the misuse of scientific research funds in higher institutions is of great significance. To establish the framework,it is important to build scientific system under the correct guiding ideology. With a reasonable system target and effective measures,it＇s necessary to design a powerful system to prevent and supervise the funds using in higher institutions.
