摘 要:中国城市长期面临资源约束趋紧、环境污染严重、生态系统退化的严峻形势,城市低碳转型是实现城市或区域节能减排和经济发展方式转变的重要载体,是经济发展与环境保护有机结合,开创低碳、生态、宜居的城市发展模式的重要突破口。中国城市低碳转型主要包括城市低碳技术创新、低碳产业布局、低碳能源开发、低碳制度完善、低碳社会培育等方面的系统建构。加快中国城市低碳转型,促进生态文明建设,应该从发展理念、空间格局、产业结构、生产方式、生活方式等方面采取有效策略。In China, the cities have been long facing the grim situations including the tightening constraints on resources, severe environment pollution, and the degradation of ecosystem. The low carbon transition is an important carrier of the implementation of urban or regional energy conservation and emission reduction, as well as the transformation of economic development pattern. Mean- while, such a transition is a dynamic integration of economic development and environmental protection, and an important breakthrough of establishing new metropolitan development pattern featuring a low carbon, ecological and livable city. The low carbon transition in Chinese cities requires a systematic construction, which consists mainly of low carbon technology innovation, low carbon industrial distribution, low carbon energy resource development, low carbon regulation improvement, and the low carbon society cultivation. To accelerate the metropolitan low carbon transition in China, and to promote the construction of ecological civilization, we should adopt effective strategies in terms of development concept, spatial pattern, industrial structure, production mode, and life style.
