摘　　要：在深刻理解水文化的内涵和构成,以及构建水利院校水文化教育体系的重要意义的同时,以物质水文化、精神水文化和制度水文化三个层面为切入点,着力构建水利院校的水文化教育体系,弘扬水文化的民族精神和时代精神,为加强水文化建设提供科学的理论依据和行动的指导,为水利事业的发展提供强大的精神动力、智力支持和持续保障。After a deep understanding of water culture connotation and composition, as well as the significance of the construction of water culture in the educational system of water conservancy colleges, we should take the three aspects of material, spiritual and institutional water culture as the breakthrough points, focusing on the building of water cul- ture education system in water conservancy colleges, carrying forward the spirit of nationality and the times of water culture, providing scientific theoretical basis and action guide to strengthen water culture construction and offering strong spiritual power, intellectual support and continued security for the development of water conservancy cause.
