摘　　要：切换技术维持着蜂窝移动通信系统中用户通信的连续进行,而其所采用的策略将直接影响切换的效果。根据TD-SCDMA系统的特点,提出了一种基于业务信道信号质量预留信道优先排队接力策略。该策略把移动用户划为业务信道信号质量差和质量好2类,并把业务信道信号质量差的用户排在等待队列中的前面,享有切换的优先权。模拟仿真表明,该策略有效地提高了切换成功率,改善了系统性能。User equipment can perform a continuous communication maintained by handover technology in cellular mobile communication system.During the process,the strategies adopted will directly affect the effect of handover.A strategy targeted at TD-SCDMA is developed,which is based on the signal quality of the traffic channel and is called channel reservation with priority queuing.In the strategy,user equipment is divided into two types： one with bad traffic quality and the other with good signal quality,the former wait in front of the queue enjoys priority to handover.Simulation results show that the strategy increases the success rate of handover,therefore,improves the system performance.
