摘　　要：主要介绍了欧盟、美国、日本以及我国的纺织服装技术法规体系,并从技术法规关注点、技术指标以及技术法规效用三方面,分析了我国纺织服装技术法规与欧、美、日国家及地区之间的差异。最后提出,为促进我国纺织服装技术法规与国际接轨,建议应区分标准和技术法规含义,提高技术法规法律地位;应组建技术法规专家队伍,及时动态调整技术法规;另外,应构建完善的"技术法规+合格评定方法+产品认证"制度。This paper mainly introduces the textile ＆ apparel technical regulation systems of EU, America, Japan, China and analyzed the difference between them in term of technical regulation focus, technical index and technical regulation effectiveness. At last, it points out that in order to make our textile ＆ apparel technical regulations connect to that of international, the standard and technical regulations should be distinguished to improve the latter＇s legal status; expert teams of technical regulations should be established to adjust the technical regulations timely and dynamically; besides, perfect system of product certification with technical regulation and qualified assessment methods should be built.
