摘　　要：为确保村级文化设施建设可持续发展,通过问卷调查、实地考察、访谈、文献查阅等方法对河北省石家庄、保定地市行政村村级文化设施进行了研究,总结出现存的主要问题:缺少地域特色有根文化、设施建设忽视民众实际需求、"一体化建设及管理体系"尚不成熟、农村文化人才队伍建设不到位等,在综合分析的基础上提出了制订可持续发展建设原则、传承并培植特色文化、合理优化配置资源、加强长期监督管理及提升文化从业人员素质等多重保障机制的合理化建议,以期为进一步实施文化强省战略提供参考。In order to ensure the sustainable development of village-level cultural facilities construction of Hebei Province, through questionnaire survey, on-the-spot investigation, in terview, literature search and etc in Shijiazhuang and Baoding, the existing main problems were summarized including the lack of regional characteristics, the ignoring of people＇s actual de- mand in the construction, the immature integration and management system,the imperfectness of construction of rural culture talents and etc. On the basis of comprehensive analysis, a ra- tional multi-security mechanism is proposed by establishing the construction principles for sus- tainable development, inheriting and cultivating rural characteristic culture, optimizing the al- location of resources reasonably, strengthening the supervision and management for a long time, and enhancing the quality of cultural workers, which provides references for further implementing the strategy of strengthening Hebei Province in culture.
