高精度保证下的森林城市主要评定指标评估——以浙江余杭为例

摘　　要：为了科学、准确获取浙江省森林城市主要评定指标值,本文利用研究区2008年的彩色航片,辅以更新至2009年的二类调查及造林、园林绿化数据作补充和修正,通过布设大量高密度样点并判读赋值,基于成数抽样原理和"3S"技术,根据浙江省森林城市主要评价标准体系,以浙江余杭为例进行评估,并计算主要评估结果的估计精度和估计区间。结果显示:2009年,余杭区建成区林木覆盖率为24.92%(未达标);人均公共绿地面积16.91m2(达标),其中乔木树种面积比重达到56.04%(未达标);建设区域内道路绿化率约为92.16%(达标),河道绿化率91.99%(达标);建成区内97.40%(达标)以上的市民出门平均500m有休闲绿地。综上,采用以上评估方法获取的研究区浙江省森林城市主要评定指标结果,有很高的精度保证和较好可信度。In this paper, we aim at scientifically and accurately acquiring the major evaluation index value of the forest cities in Zhejiang. According to the major evaluation criterion, we take Yuhang as an example to evaluate the major indices and calculate the estimation accuracy and estimation interval of them, by setting high density samples, which have been interpreted and valued, and using the percentage sampling method and 3S technology. Also this evaluation is based on aerial images of Yuhang in year 2008, supplemented by the data of afforestation, landscaping and the secondary forest resources inventory in year 2009.Therefore, the results of the evaluation have been showed in the following aspects. Firstly, the forest-cover rate in the construction area of Yuhang is 24.92%（non-reaching standard）. Secondly, public green land per capita is 16.91m^2 （reaching standard）, among them 56.04%（non-reaching standard） are arbor tree species. Thirdly, the road greening rate inthe construction area is 92.16%（reaching standard） And the river greening rate is 91.99%（reaching standard）. Fourthly, 97.40%（reaching standard） citizens in the construction area have outdoor recreational green space in the average distance of 500 meters. To sum up, the major evaluation indices of the forest cities in Zhejiang acquired by the above evaluation method have high accuracy guarantee and reliability.
