开发区发展初期产城关系的实证研究——以新疆准东经济技术开发区为例

摘　　要：经济活动催生城市的产生和发展,矿业经济的发展推动矿业城市的兴起。矿业城市在发展初期会依据经济发展规律,在是否依托已有城市的问题上,进行多种试探性的建设尝试,并最终进行抉择。本文运用实证的方法,选取处于发展初期的新疆准东国家级经济技术开发区作为案例,通过实地走访,发现准东在产居关系上进行了多种模式的尝试,但这些模式并不成功,且面临与以往稍有差异的新问题和需求:以80、90后员工为主体的产业工人对于生活的方式有不同的追求,企业的运营也产生不同以往的诉求,这些问题影响了开发区的可持续发展。进而针对新城建设的必要性和充分性进行论证,并探讨在新城发展的不同时期如何实现与周围县市的共赢,提出战略设想。In this paper,selecting the early stages of development of Xinjiang Zhundong National Economic and Technological Development Zone as a case study,through field visits,interviews,finding that Zhundong also try a variety of modes about the production-habitat relations,but these modes are not successful,and facing some new problems and needs which are a slight different from the previous.80,90 employees as the main industrial workers have a different pursuit for lifestyle,business operations also produce different demands,these problems affect the sustainable development of the Development Zone.Then to demonstrate the necessity and the adequacy of the construction of the new town,and to explore how to achieve a win-win situation with the surrounding counties and cities in the development of different period of the new town,and propose the strategic vision.
