WTO多哈规则谈判中关于《反倾销协定》的最新谈判结果评析

摘　　要：2011年4月21日,多哈回合谈判小组的主席们分发了代表各个小组工作进展的最新文件,其中,规则谈判小组的"主席沟通文件"对《反倾销协定》的修改和说明在整体架构上与2008年"主席案文"基本相同:一方面对《反倾销协定》中成员方修改意见比较一致的条款作出了具体修改,另一方面对成员方无法达成一致的主要争议点在相关条款后作出了说明。本文综合比较了2011"主席沟通文件"和2008主席案文的内容,对关于《反倾销协定》的最新谈判结果进行详细解读并在此基础上给予评论。On 21 April 2011 the negotiating chairs circulated documents representing the product of the work in their negotiating groups.It is noticeable that changes made to the ＂Anti-dumping Agreement＂ in the document of the rules group named ＂Communication from the Chairman＂ contains the same twelve bracketed issues as the 2008 Chair text.This paper gives a comprehensive comparison of the 2011 ＂Communication from the Chairman＂ and the ＂2008 Chair Text＂.And a detailed interpretation of the outcome of the negotiations on the Anti-dumping Agreement and comments are also given in this paper.
