政府行为对土地流转的影响——以西安市秦岭北麓为例

摘　　要：以西安市秦岭北麓各区县为例,从政府行为对土地供给、农业资本的支持以及政府行为自身3个方面初步探讨了政府行为对土地流转的影响。结果表明,由于政府政策支持,农业规模化生产所需的大量土地得到有效供给,资金得到有效配置,而区县政府对土地流转的积极推动的原因,是出于对发展地方经济及政治晋升的强烈愿望。Taking towns in North Qinling Mountain,Xi’an as example,effects of government behavior on land circulation were discussed from land supply,agricultural capital and government behavior itself.The results showed that due to the support of government policy,large land for agricultural industrialization is effective supplied,the capital is fully provided,and the motivation of the local government promote land circulation actively is strongly droved by economical development and political promotion.
