摘　　要：随着我国改革开放和社会转型的逐步深入,政府面临着较之以往更为复杂多变的公共危机环境。科学合理地借鉴日本公共危机预防准备中有启发有创意的因素,可以促进我国的公共危机管理体制的建设与完善,也必将有助于维护社会的和谐和稳定。With the deepening of China＇s reform, opening up and the social transformation, the government faees with more complex public crisis environment than ever. Emulating the creative factors in Japanese public crisis＇s prevention and preparation scientifically and rationally, we can promote the construction anti perfection of our public crisis management system and will also conduce to the maintenance of social harmony and stability.
