摘 要:当前公共服务型政府建设已经取得了一定的成效,然而公共服务型政府建设一再遇到瓶颈,人民群众对公共服务型政府建设的力度和程度表现出不满,改革服务型政府已经受到了诸多挑战,主要表现在:多重视建设和操作层面的变革,而忽视服务理念层面的改变;对公共服务型政府的理解存在片面性,认为只是具有服务性职能的政府;对公共服务概念的片面理解,把公共服务等同于社会服务,把公共服务型政府的建设等同于资本主义国家的福利国家建设。这些认知偏差就往往导致了构建公共服务型政府的社会基础较为脆弱。这种观念转变的最大问题在于一些公务员服务意识存在问题,表现在其服务态度冷漠、缺乏效率意识、服务单方性、主观随意性强,这就需要找到科学的解决办法。The construction of public service oriented government, though with some progress, has been facing crit- ical challenges and their original causes are: too much reform at operational level but little at ideological level, misun- derstanding the concept of public public service as social service or service -oriented government, and partial interpretation of public service by regarding regarding the construction of public service oriented government as the welfare con- struction in capitalist countries. All these factors lead to people~ dissatisfaction with the reform's slow pace and low efficiency and weaken the social foundation of the reform. This paper concludes that the main cause lies in the lack of awareness of public service among civil servants which is embodied in indifferent service altitude, lack of service awareness. and unilateral and random service, all of which requires research to find scientific solutions.
