摘 要:大型灌区管理内容繁多,工作完成标准难以统一,易造成权责不明,影响效益发挥。为构建运行高效的管理机制,位山灌区以管理绩效挂钩为核心,实施了岗位目标责任制管理。通过制定岗位目标责任制度、考核办法和奖惩规定,建立了以公开考核、绩效考核为主要内容的评判体系,初步探索出水管单位岗位目标管理的高效制度。实践表明,岗位目标责任制能够快速提升灌区整体管理水平,有利于灌区服务功能的发挥。In the large-scale Irrigation District, the management involved numerous content, and it is very difficult to unify the criteria, and easy to cause the indistinct, affect the benefit. For the construction of management mechanism is efficient, Weishan irrigation district implement the tar- get responsibility system with the management performance as the core. Through the establishment of target responsibility system, evaluation and incentive provisions, establish the evaluation system of the public assessment, performance assessment as the main content, explore efficient system of the position of target management for the water management units. Practice shows that, the post target responsibility system can quickly improve the overall management level of irrigation area, work to the irrigation service function.
