摘　　要：受行政管理体制、医疗保障制度框架设计以及农村流动人口自身特点等多方面因素影响,农村流动人口医疗保障问题至今未能得到较好解决。文章以对当前医疗保障制度体系系统分析为基础,结合农村流动人口特点,在不涉及行政管理体制改革的前提下,对有效解决农村流动人口的医疗保障问题途径与方法作进一步探讨。Influenced by the administrative system, the health insurance systems＇ framework design,the characteristics of rural migrants and other relative factors,the issues of rural migrants＇ health insurance have not been solved completely till now. Based on the systematically analyzing the status of the design and implementation of Chinese health insurance system, this paper will explore further the effective ways to solve the issues of rural migrants＇ health insurance combing with the characteristics of rural migrants.
