长江三角洲地区要在解决“三农”问题的进程中率先实施政治支撑

摘　　要："三农"问题事关国家粮食安全、确保社会稳定与国家长治久安、实现全面建成小康社会宏伟目标,"三农"问题实质上是政治问题。从增强农民谈判能力与保护农民利益、打破失衡的城乡二元结构、深化农村改革等方面来看,解决"三农"问题必然需要政治支撑。长江三角洲地区在推进城乡一体化进程中已有较大成绩,具备在解决"三农"问题的进程中率先实施政治支撑的经济和社会文化条件。要率先实施政治支撑,需在城乡一体化的政治导向、政策支撑系统、提高农民参政议政机会、提高农民组织化程度和政治活动能力、强化法制和监督机制建设等方面采取相应的对策与措施。The issues of agriculture, farmers and rural areas, being related to the grand goal of protecting the national food security, ensuring social harmony and long-term national stability, and building a well-off society, in essence, are political issues. From the aspects of strengthening farmers＇ negotiation ability to protect their interests, breaking the imbalance of urban-rural dual structure, and deepening rural reform, solving the issues of agriculture, farmers and rural areas necessarily needs political support. The Yangtze River delta has had great achievements in promoting the process of urbanization, and it has equipped with the condition of economy and social culture to carry out the political support in advance during the process of solving the issues of agriculture, farmer and rural area. However, to solve the issues during the process, The Yangtze River delta still need to take the corresponding countermeasures to seek political orientation and policy support for the integration of city and countryside, offer opportunities for peasants to participate in the administration and discussion of state affairs, enhance peasants＇ ability of organizing and political participation, and strengthen the mechanism of legality and supervision.
