摘　　要：推动公共行政现代发展的救赎之路是制度伦理建设的出场,要通过制度伦理的引导和规范来促进公务员自我道德人格的养成,推动公共行政道德化的新发展,实现人们对新一轮政府改革的共同期待。The construction of systematic ethic is counted on in order to push the development of public administration＇ s modernization. Systematic ethic should be conducted and norms should be set to help form civil servants＇ moral personality themselves so that the development of moralization of public administration could be pushed forward and citizens＇ expectation toward government＇ s new round reform could be realized.
