摘　　要：技术是人类进行的特定的活动。作为一种人类主观进行的活动,技术产生了影响人类安全的风险,导致人类将相应于风险的安全价值赋予技术,通过工程操作过程与技术评估过程,安全成为技术成型与技术应用的规范性准则,并由此内化为技术内在的价值。技术中的安全价值最终生成,并表征了技术中的道德价值。Technology is a special activity of human being.As an activity in which people are subjectively engaged,the technology generates the risk that could affect the safety of human being,which result in the fact that man put the safety value corresponding to risk into the technology.Through the process of engineering operation and technology assessment（TA）,safety has become the normative criterion of technological shaping and technological application,and it has been internalized as the innate value of technology.Finally,the value of safety has been formed,and it signifies the ethic value in the technology.
