摘　　要：2006年年底中国放宽了农村新型金融机构的准入政策,外资不断深入落后的农村金融市场,这和国有商业银行从农村撤出的现象相悖。经统计发现外资主要是在一些经济发展较快的县级市设立新型农村金融机构。通过2006～2010年的数据进行Logit模型分析,发现市场发展潜力、追随客户、人力资源和优惠政策等是外资新型农村金融机构选址时考虑的因素,而市场规模和集聚效应无显著影响。各地区应充分挖掘当地农村的优势发展农村经济、提升人力资源管理水平、完善引资的鼓励和监督政策。By the end of 2006, China has relaxed the access policy of the new - type rural financial institutions. Then Foreign - funded banks continuously deepen into China＇ s rural financial market, which is contrary to the phe- nomenon that a lot of state - owned commercial banks withdrew from rural market. It is found that new - type for- eign- funded rural financial institutions mainly locates in fast -developed county -level cities after investigation. This paper makes the Logit model analysis with the panel - data of provinces from 2006 to 2010, finding that market potential for development, following customers, salary, human resources and preferential policies are the factors of new -type foreign -funded rural banks choosing location, however, market scale and agglomeration effects are not. Every province should make good use of local advantages to develope rural economy, improve human resource management and perfect the encouragement and supervision policy of attracting foreign capital.
