摘　　要：文章简述了数字图书馆的发展历程,对商业数字图书馆和公益数字图书馆角色进行了甄别;就版权平衡理论与实践作了基本分析;对数字图书馆法权、图书馆法权体系、图书馆立法、信息法等问题进行了必要的探讨和辨析。The development course of digital library is briefly described. The roles of business digital library and public-interest digital library are discriminated. The article then gives a fundamental analysis of the theory and practice of copyright balance, and makes a necessary exploration and discrimination of the digital library right, library right system, library legislation and information law.
