长流规水资源保护规划的特点

摘　　要：长江流域水资源保护规划的编制,经历了起步、规划体系初步形成、发展与完善等阶段。总结分析了不同规划编制阶段的特点,重点从规划指导思想与原则、规划内容、规划的操作性等方面介绍了《长江流域综合规划(2012—2030年)》中水资源保护专项规划的主要特点,提出了重视流域水资源保护规划的编制、不断丰富和完善规划内容、把"维护健康长江,促进人水和谐"作为规划工作的主线、提高规划的科技含量和更加重视规划管理等建议。Compiling of water resources protection plan in Yangtze River Basin has experienced stages of initiation, preliminary formation, development and completion. Features at different stages are summarized and special plan of water resources protection in Master Plan of Yangtze River Basin （2012-2030） is introduced from guiding principle, contents and practical aspect. Suggestions are made such as paying more attention on preparation of plan, continuous improvement of contents, sticking to the key principle of ＂sustaining health of Yangtze and harmony of man and water＂, enhancing scientific content of planning and focusing on plan management.
