摘　　要：2012年12月,国务院以国函[2012]221号文件批复了《辽河流域综合规划》。至此,历时5年的辽河流域综合规划修编工作圆满完成,全面转入规划实施阶段。回顾规划编制过程中对相关问题的思考和定位,进一步把握规划精髓,对保证规划成果的顺利实施,促进流域经济社会又好又快发展具有重要意义。Master Plan of Liaohe River Basin was approved by the State Council in December 2012. Since then within 5 years＇ time, the plan has been revised and completed and transferred into implementation stage. With careful consideration of varied issues and correct positioning during the planning, it ensures the successful implementation of the plan, which has far reaching significance to fast and better development of economy and society in the basin.
